For første gang har politiet utvist en utenlandsk borger fra Norge uten at vedkommende er dømt i en norsk domstol, skriver VG. Utvisningen skjedde 20. februar i år. Bakgrunnen er en ny instruks fra Justis- og beredskapsdepartementet som kom 23. januar. Den gir politiet utvidet handlingsrom til å utvise utenlandske statsborgere som ikke er dømt i Norge, men som vurderes som en ekstraordinær kriminalitetstrussel på grunn av tilknytning til kriminelle nettverk. Den utenlandsk borgeren var under etterforskning for et tosifret antall straffesaker i Norge, blant annet for flere grove trusler. Han har også en omfattende straffehistorikk fra Sverige. Bare i fjor ble 58 personer utvist fra Norge for å ha vært tilknyttet kriminelle nettverk. Alle disse var derimot domfelt i Norge. Politiet har som mål å utvise minst like mange kriminelle fra Norge i år, ifølge VG.
